Abstract

This research identifies several regulations related to public-private partnership (PPP) agreements such as acts, government regulations, presidential regulations, and local byelaws. We find that in addition to having some legal lacunae, the existing norms are either conflicting or obscure. In practice, this condition opens chance for many interpretation which eventually result in a cornucopia of different variety of inferior regulations. We will show that provisions pertaining to the designation of the contracting parties in a PPP and its dispute settlement are conflicting.
