Relevansi Konsep Viral Sovereignty dalam Penanganan Pandemi COVID-19 di Indonesia

Abstract


Menurut Menteri Kesehatan Siti Fadilah Supari di Kabinet Indonesia Bersatu (2004-2009), Indonesia memiliki hak untuk tidak membagikan sampel virus yang terdapat di dalam wilayahnya kepada siapapun. Argumen itu diartikulasikan ketika wabah H5N1 sedang mencapai puncaknya. Meski tidak disebutkan secara eksplisit, argumen tersebut sering dimengerti sebagai viral sovereignty. Argumen ini diutarakan sehubungan dengan kritik terhadap international health regime dan ketidakadilan dalam akses terhadap pengembangan dan pemerolehan vaksin semasa wabah H5N1. Kini, dunia, tidak terkecuali Indonesia, kembali dilanda wabah yang lebih besar: COVID-19. Wabah COVID-19 yang telah mencapai taraf pandemi ini tentu kembali mengangkat keberadaan konsep viral sovereignty. Oleh karena itu, artikel ini didasarkan pada pertanyaan, “Apakah penerapan konsep viral sovereignty relevan dalam penanganan pandemi COVID-19 di Indonesia?”. Tulisan ini didasarkan oleh argumen yang menyatakan bahwa masih terdapat relevansi yang signifikan dari konsep viral sovereignty dalam penanganan pandemi COVID-19 di Indonesia.
