Menjadi Warga ASEAN: Anak Muda dan Politik Kewargaan di Asia Tenggara

Abstract
Tulisan ini berusaha untuk mendiskusikan bagaimana kewargaan anak muda di ASEAN dikonstruksi dan dipraktekkan. Dengan menganalisis sejumlah dokumen ASEAN serta menelaah sejumlah kasus, tulisan ini berpendapat bahwa kewargaan anak muda ASEAN dapat dipahami sebagai hasil dari tegangan antara dua kutub. Di satu sisi, terdapat kecenderungan untuk menuntut anak muda menjadi aktor yang relatif pasif. Anak muda diarahkan untuk mematuhi otoritas dan generasi tua, mengutamakan harmoni dan konsensus, menjauhi konflik serta kritik, serta mengutamakan nilai-nilai Timur di atas konsepsi Barat mengenai HAM dan demokrasi. Di lain sisi, terdapat kecenderungan di antara anak muda untuk menjadi lebih aktif. Anak muda menjadi aktor yang mengkritisi status quo, berani melakukan konfrontasi dengan otoritas, serta memperjuangkan demokrasi dan HAM.
