Abstract


New public management memiliki pandangan bahwa manajemen yang dilakukan sektor privat lebih baik dibandingkan dengan sektor publik. Oleh sebab itu, memasukkan manajemen swasta atau melibatkan sektor privat dalam kerja sama pengelolaan layanan publik dipercaya dapat meningkatkan efisiensi dan efektivitas layanan publik. Menanggapi pandangan tersebut, penulis melakukan penelitian untuk mengeksplorasi pengelolaan yang dilakukan oleh sektor privat dalam bentuk PFI dan pemerintah dalam bentuk swakelola pada satu proyek yang identik, yaitu pada pengelolaan Terminal Parkir Elektronik di Pemerintah Provinsi DKI Jakarta. Penelitian terhadap kedua bentuk pengelolaan pada satu objek yang sama diharapkan dapat menjadi acuan yang lebih baik dalam melihat tata kelola dari masing-masing bentuk pengelolaan dalam mengasilkan output, sebagaimana diharapkan dari penelitian sebelumnya.Hasil penelitian menunjukan bahwa penerapan NPM lebih optimal dilakukan oleh sektor privat saat PFI melalui pemenuhan fungsi-fungsi manajemen terutama pada aktivitas pengawasan yang ketat dan hal ini sulit dilakukan oleh UP Perparkiran karena ada perbedaan tujuan organisasi dalam melakukan pengelolaan TPE. Output dari pengelolaan dengan PFI berhasil meningkatkan pendapatan parkir yang signifikan dibandingkan dengan pengelolaan konvensional sebelumnya, tetapi peningkatan pendapatan ini juga sejalan dengan tingginya biaya pengelolaan dan dampak sosial yang ditimbulkan, sedangkan pendapatan parkir yang diperoleh saat swakelola lebih kecil bila dibandingkan dengan saat PFI, tetapi sedikit lebih hemat biaya.
