Abstract

Introduction/Main Objectives: In order to achieve target 1.1 of the Sustainable Development Goals (SDGs), i.e., to end extreme poverty by 2030, the Indonesian Government encourages the distribution of social assistance as one of the main programs. Background Problems: There are several issues related to the distribution of social assistance that impact the effectiveness of this program. This study aims to investigate the challenges and evaluate possible solutions for the effectiveness of social assistance distribution. Novelty: This study proposes alternative solutions to improve the effectiveness of social assistance distribution in Indonesia. Research Methods: This research uses a descriptive qualitative approach and SOAR analysis (strengths, opportunities, aspirations, and results). The data have been obtained from a literature review and focus group discussions. Finding/Results: The results of the analysis identify three problems, namely (i) inaccuracy of the target beneficiary data, (ii) absence of formed cooperative between stakeholders in the distribution process, and (iii) the amount of cash in the social assistance has not been able to meet the cost of living in several regions in Indonesia. Solutions that can be used to overcome these problems are (1) updating the data and improving the accuracy of targeting of social assistance, (2) strengthening the synergy of the social assistance program organized by government, (3) an adjustment, carried out by local governments, of the value of social assistance benefits, and (4) strengthening the supervision of the social assistance distribution process. Conclusion: The alternative solutions above are "tactical" approaches that need to be employed by the government to increase the effectiveness of social assistance distribution to alleviate extreme poverty.

Cita Pertiwi is a researcher at the Directorate of Economic, Employment, and Regional Development Policy, National Research and Innovation Agency of Indonesia (BRIN), Indonesia where she been there since 2022. She earned her Bachelor’s degree in Sociology at the Faculty of Social and Political Sciences, Airlangga University, Indonesia. She completed her Master’s degree in Sociology at the Faculty of Social and Political Sciences, Airlangga University, Indonesia. Her research interest interests lie in the areas of sociology with particular attention to regional development, community empowerment, poverty and the digital economy. She has collaborated actively with other researchers from various fields in many research projects.

Adelia Oktarina is a researcher at the Directorate of Economic, Employment, and Regional Development Policy, National Research and Innovation Agency of Indonesia (BRIN), Indonesia where she has been there since 2022. Yakobus Supriyanto is a Functional Officer for Development Planning at the Department of Directorate of Economic Policy, Employment, and Regional Development, National Research and Innovation Agency (BRIN), Indonesia where he has joined since the year 2021. Before joining BRIN, he was a staff member at the Agency for the Assessment and Application of Technology (BPPT) since 1991. He did his Master’s degree in Economics from Padjadjaran University, Bandung, Indonesia. His research interests lie in the areas of community empowerment, business, and regional development. Erwina Widjajawati is a researcher at Research Centre for Sustainable Industrial and Manufacturing System, the Research Organization for Energy and Manufacture, National Research and Innovation Agency, Indonesia. She earned her Bachelor’s degree in Economic Development at Faculty of Economic, Gadjah Mada University, Indonesia. She did her Master’s Degree in urban and Regional Planning at Faculty Architecture and Planning, The University of Queensland, Australia. Her research focuses on sustainable urban and regional planning, with particular attention to the integration of low-emission industrial systems and environmental carrying capacity. She is currently collaborating with researchers from diverse disciplines on a range of research projects.

Alkadri is a Research Professor at the Directorate for Economic, Employment, and Regional Development Policy, National Research and Innovation Agency (BRIN), Indonesia. Prior to joining BRIN in 2022, he worked as a researcher at the Agency for the Assessment and Application of Technology (BPPT) since 1991. He earned his Bachelor of Economics degree from the Faculty of Economics, Andalas University, Padang, Indonesia. He completed his Master of Science degree from Padjadjaran University, Bandung, Indonesia. His research interests lie in regional development policy, macroeconomics, innovation and technology, and several other areas. He has actively collaborated with other researchers from various fields in many research projects. He has successfully published several articles in various national and international journals. In addition, together with many other researchers, he has also produced books based on his research results published by national publishers.

Febrina Elia Nababan is a researcher at the National Research and Innovation Agency (BRIN), Indonesia. She holds a Master of Science degree from the Faculty of Economics and Business, Gadjah Mada University, Indonesia. She research interests lie in regional and rural economics. She has actively collaborated in research across various fields and on numerous research projects. She has successfully published articles in various leading national and international journals.

Rucianawati Rucianawati, National Research and Innovation Agency, Jakarta, 10340, Indonesia

Rucianawati is a researcher from Directorate of Economic, Employment, and Regional, Development Policy (BRIN). She got her Magister Humaniora from Faculty of Humanities, University of Indonesia (2011). Her thesis discusses the emergence and suppression of PGRS/PARAKU in border areas of West Kalimantan and Sarawak in 1963 to 1974. Interested in studying on social history issues in Southeast Asia, however she has been involved in several research themes, among others about tourism in Southeast Asia, Ethnicity and Transnational Trade in the Mekong River Basin, The Development of Agricultural Sector in Southeast Asia, and Food Security in Southeast Asia. Currently she is working on poverty alleviation and community empowerment, as well as employment and competitiveness in Indonesia.

Nyimas Latifah Letty Aziz is a researcher at the Research Centre for Politics, National Research and Innovation Agency (BRIN), Indonesia, where she has worked since 2005. She earned her Bachelor’s degree in Management at the Faculty of Economy, Jambi University, Indonesia. She did her Master’s degree in Urban Management and Development Studies at Erasmus University Rotterdam, Netherlands, in collaboration with the Master of Urban and Regional Planning Program at Gadjah Mada University, Indonesia. Nur Fitriana, National Research and Innovation Agency, Jakarta, 10340, Indonesia

Nur Fitriana works as an engineer at Research Center for Transportation Technology, National Research and Innovation Agency of Indonesia (BRIN). She graduated from IPB University with a bachelor's degree in eco-nomic management. She began her career in 2019 with the Agency for the Assessment and Application of Technology (BPPT), and she has since been involved in several studies regarding techno parks and regional innovation systems. In 2022, she joined a research group developing the Regional Innovation System Radar, an instrument for assessing RIS implementation in many Indonesian cities/regencies.
