Implementasi DHIS2 untuk Program Surveilans Kasus Gigitan Hewan Penyebab Rabies di Indonesia

Abstract


Latar belakang: Kegiatan surveilans GHPR dan rabies di Indonesia masih menggunakan cara manual. Kementerian Kesehatan dan UGM berupaya mengembangkan sistem informasi digital untuk kegiatan surveilans GHPR dan rabies dengan platform DHIS2 yang bernama eZoonosis. Sistem ini diharapkan dapat diimplementasikan secara nasional dan dijadikan sebagai pendukung keputusan pemangku kebijakan baik di tingkat pusat maupun daerah. Kegiatan pengembangan ini bertujuan untuk mengembangkan, mengimplementasikan serta mengevaluasi sistem informasi eZoonosis untuk penangan kasus GHPR dan rabies di Indonesia. 

Metode: Penelitian ini menggunakan pendekatan desain action research dengan pengambilan data menggunakan mixed-method. Proses pengembangan meliputi satu siklus diagnosing, planning, implementing dan evaluationi. Data kualitatif diambil melalui diskusi, wawancara dan observasi sedangkan data kuantitatif diambil melalui kuesioner dan kuis pada platform khusus saat pelatihan secara daring. Data kemudian dianalisis secara deskriptif untuk memberikan gambaran proses tahapan pengembangan dan implementasi eZoonosis

Hasil: Evaluasi pelatihan daring menunjukkan hasil yang positif. Sistem eZoonosis mencakup pelaporan data individu dan agregrat tentang GHPR dan rabies yang dapat dimonitor secara real time dan didiseminasikan secara deskriptif guna membantu proses pengambilan kebijakan. Evaluasi implementasi menunjukkan masih terdapat kendala penggunaan sistem karena masalah jaringan, kesalahan server, masih menggunakan metode manual dan keterampilan pengguna yang belum maksimal.

Kesimpulan: DHIS dapat digunakan sebagai sistem informasi surveilans rabies. Tantangan dan kendala yang ditemui selama pengembangan dan evaluasi sistem informasi eZoonosis membutuhkan pengembangan lebih lanjut
