Abstract


ABSTRAK

Salah satu program CSR-PTBA adalah merelokasi permukiman penduduk di wilayah Atas Dapur dan sekitarnya yang telah tumbuh menjadi daerah kumuh karena sanitasi dan lingkungan hidup mengalami polusi. Adanya Kebijakan Pengembangan dan Penataan Tata Ruang Kota Pemda Tanjung Enim, permukiman penduduk di wilayah ini tidak sesuai lagi peruntukannya karena akan dijadikan TAHURA. Banyak kendala yang ditemui, antara lain masalah trust, persepsi, motivasi dan partisipasi warga yang direlokasi. Hasil penelitian  menemukan adanya best practices dari kebijakan PTBA yang mampu memberdayakan masyarakat dengan memberikan hak milik atas tanah dan bangunan serta sarana pendukung yang lengkap untuk kepentingan umum. Dalam membangun kembali kepercayaan masyarakat terhadap PTBA, PSLH-UGM melakukan penelitian,  memediasi dan mensosialisasikannya, sehingga tidak muncul konflik kepentingan dan tidak terjadi konflik  yang manifest. 

 

ABSTRACT

One of the programs is  CSR-PTBA, which involves the relocation of  residents of Atas Dapur and surrounding areas. The area has become a slum  due to increasingly poor sanitation, and environment.  Based on the  new  policy on  development and spatial reorganization adopted by Tanjung Enim city, the area is no longer  residence but will become peoples forest area (TAHURA).  The execution of the program has encountered many obstacles which ranged from  distrust,  poor perception, low motivation and minimal participation of the people who were  relocated.  The research identified  best practices from  PTBA policy , which included the empowerment of relocated people through providing them with land  and building certificates,  and establishment of self containing  supporting facilities and services. To avert  the danger of  new conflicts of interest as well as out blown conflicts,  the center for environment studiesGadjahMadaUniversity  (PSLH-UGM), conducted  research,  facilitated mediation and carried out socialization of program outcomes , all of which were aimed at restoring public trust in PTBA program.
