demografi, ekonomi
bonus demografi , pertumbuhan ekonomi, kelas menengah
Indonesia

This paper analyzes stagnation of fertility rate decrease in Indonesia. Population balance can be achieved by controlling fertility. Indonesian survey of demography and health in 2012, however, shows no significant difference of fertility rates from similar surveys in 2002 and 2007. In addition to that, there are factors such as the shifting political paradigm in the developing world, change of local governance, and institutional change that influence the stagnation of fertility rate decrease. This writing recommends ways to accommodate balance between democratic system and effective achievement. Besides, the decrease of fertility rate also requires serious commitment and determination of local government to participate. For this goal, sociological and cultural model can be used as an alternative to transform the behavior of society.

This paper examines the nature, extent, and effect of remittances sent by urban migrants to home villages. More specifi cally it examines: the magnitude of remittances, type and background of migrants sending remittance, the extent of remittances sent, and the use of remittances. This study is carried out in four major cities in Indonesia that have experienced signifi cant infl ows of rural–urban migrants over the past few decades: Tangerang in Banten, Samarinda in East Kalimantan, Medan in North Sumatra and Makassar in South Sulawesi. Using survey data collected in 2008-2009, this study found that, over time, rural-urban migrants have an opportunity to save portion of their income that subsequently send the remittances out to home village. Rural-urban migrants seem need time to be older and reach a certain level of income before they begin to send remittance. Statistically, age is among personal backgrounds that have signifi cant effect on propensity to send or not send remittances. One of important social dimensions of rural-urban migration in many developing countries is its effect on household members, particularly household members or children left behind. This does not seem to be the case in four cities under study, where many urban-rural migrants are accompanied by their members (wives and children).

Human resources are a very important factor in their role to the development of many developing countries such as Indonesia. The development of human resources should be carefully planned by paying attention to the needs of its social structure as well as its national technology. For this reason, it needs appropriate relied strategy to be able the industrial community to prepare it self thoroughly during the present take-off stage era. One of its strategy is by identifying the problems which would possibly take place around the take-off stage, both domestic as well as foreign. The shift of the world economic structure that happened as a consequence of the development of new technology, and the slackening of the cold war between two very powerful countries are two most essential questions among the foreign problems; whereas the obstacles that come from the country itself are among others the extremely low labour productivity of Indonesia as a consequence of the poor educational level of the majority of the population, the low wages, the serious problems of unemployment, the inappropriate work ethics and work disciplines, and its inability inworld competition.Eased on the above statements, the most important effort to obtain potential human resources during the coming take-off stage era is by improving the quantity and quality of resources to be able to answer every challenge that may emerge later, and by putting high priority on the overall reorganization of human resources of Indonesiato become one of much stronger integrity.

The most important factor of population development during the Second Long-Term Development (PJP 77) is the development of human resources, which is, in turn, one of the most essential element of development next to natural resources and technology. Before the development of human resources is carried out, the conditions of the human resources themselves should be first detected and indentified.Taking notes of the 1990 population data, it has been concluded that the profile of the population of Indonesia has improved substantially. The population structure of the younger age group has been gradually left behind in accordance with the decline of the population growth rate. Bothbirth and mortality rates have dropped as the result of the significant improvement of the family planning and community - health programs. Spontaneous migration among regions of Indonesia has also increased inaccordance with the development progress, the transport infrastructure, and the populationmobility from rural to urban areas. The value of human quality, even though has experienced some increase, is still considered lowso far.The characteristics of population demography need serioues considerations to be able to improve the efforts to promote the humanwuality of the country.

Using the migration survey done by Population Studies Center Gadjah Mada University, this article tries to find out the possibility in improving the definition of migration. It is based on the idea that migrationis a process. It means that migration can be defined more than dichotomy of the concept of permanent and sirculation. The reason is that the dichotomy tends to ignore the possibility of migrants occupying one or more categories intermediate to the two polar types. By introducing the variable of intention to remain at the destination and the length of migrants stay in the destination, a four fold typology of migrant type can be created: circular migrants, migrants who intend to remain circular, migrants who intend to be permanent and permanent migrants.

Urbanization canbedefined inmanyways: various definitions concerning it are found in population literature. Different censuses also tend to define the concept of urban differently. This inconsistency of definitionhas obstructed those who want to conduct acomparative analysis on urbanization, both cross- country and longitudinal analysis of a country. This article attempts to examine the problem by clarifying the definition of the concept and indicators of urban and urbanization and by making a longitudinal analysis of urbanization using the Indonesian 1920-1990 Cencus data. Regardless of how the concept of urban is defined in each census, this analysis has found a steady increase in urban population number. However, if the different definitions of the concept are taken into consideration, it may bring up different conclusion. Part of the reasons of the increase is a reclassification of village' status from being rural to become urban. Oneway to prove this proposition is by comparing the level of urban population growth between large cities and their surrounding regencies. This analysis clearly shows that the latter has higher population growth than the former.

This paper discusses the theoritical, conceptual background of population policy in Indonesia. In particular, it discusses the theory that related to the population control especially the fertility and mortality. It also suggests that fertility can be reduced by implementing family planningprogram and to reduce infant mortality. The populationproblems notonly government care, but also public responsibility in order to save the environment for the next generation.

The Indonesian women have achieved substantial progress over the last few decades and their participation in education, family planning, the labour force, and public life is relatively high by Asian standards. Literacy of women has incresed from 50.3 percent in 1971 to 78.6 percent in 1990; total fertility rates dropped from 5.6 in 1971 to 3-1 in 1991; infant mortality dropped from 143 in 1971 to 70 in 1985; female labour participation rates increased from 32.7 percent in 1980 to 39.2 percent in 1990; the ratio of male to female civil servants dropped from 3-6 in 1978 to 2.1 in 1990.The ratio of male to female member of parliament in Indonesia is lower than Singapore, Malaysia, USA, and Japan. However, many problems should be overcome before Indonesianwomen become fully integrated innational life.

Housing and its sanitation has been widely recognized as a global human problem. Apart of the sources of problem is population, i.e high rate of population growth and over urbanization. Using the Indonesian case, this paper discusses the relationship between population and housing. The population growth rate of Indonesia declined from 2.3 annually during the decade of 1971- 1980 to 1.97 annually during the next decade. However, the average number of household members declined from 4.9 to 4.5 during the same period. As a result, the number of households increased substantially than the number of population. This phenomenon will affect the increase of the need of housing. In the meantime, the economic condition of Indonesian households could not compete with the soaring prices of housing. In addition, government capabilities to provide housing for the society are still very limited. The data available shows the evidence onthe scarcity of housing, where the number of housing stock is smaller than the number of households. However, The number of housing stock has increased substantially, whereas the difference between the number of households and the number of housing stock decreased consistently. These data indicate that productivity of housing market, particularly the informalone, isconsiderably high, even thoughinreality the qualityof suchhousing is, ingeneral, low.

According to statistical data, the participation of the Indonesian population in the formal educational sector is increasing rapidly. On the one hand, interms of quantity, this increase reflects a significant success of the Indonesian development polity. But on the other hand, the more or less uncontrolled growing number of highly educated (which does not directly means highly skilled) people also contains a multitude of problematical impacts on daily life, which are rarely discussed up to now. Based on a more quantitatively oriented case study, which has been carried out in the district Minahasa, North Sulawesi, we will discuss some aspects of social-economic change on the village level, mainly caused by the development of the educational sector. Among others, the following aspects will be scrutinized indetail: the aspiration of the village people, monopolized by, formal education, education as an influential a) on monetarization of the household economy, b) on land-distribution, c) on employment problems and the composition of the local labour force, d) onspatial mobility, and e) on investment behavior ont he houshold level. Beside these more economic items, some significant social impacts will also be discussed, such as the relation between education and individualization, the spatial distributionofthe family membersand its implications intermsof social; security, the differentiation of 'life-styles' and finally the alienation process between different generations.

A financially constrained central goverment no longer has the capacity to fund major development projects throughout the country. Jakarta must look more to the regions for ideas, money and initiatives.Reforms are required in regional authority, and innational programmes-from rice to foods policies and transmigration-which have a regional impact. The "unity" of the last twenty years of strong central government has to be complemented more effetively by the "diversity" which flows from a greater emphasis inregional initiative and self reliance.

The aim of this paper is to analyse the quality of human resource in urban and rural areas of Indonesia. By using labor utilisation approach this study shows that although the education of labor force has increased along with the spread of educational facilities, there is a tendency that educated unemployment and underemployment are not decreased. This suggests that quite a highproportion of labor is underutilized. This reflects that technology and skill of labor are low which determine the low level of humanresource quality.

It has been argued by many demographers that socio economic development with its associated fundamental changes in the role of women and the value of children is the dominant factor in the transition from high to low fertility. Research in less developed countries has found lower fertility levels in urban population compared to rural population. It was therefore assumed that the modernizing role of urbanlife helped bring about a decline infertility levels. This study in Irian Jaya, however, convincingly shows that fertility of urban women in Irian Jaya is higher than that of rural women. This differential infertility in favour of urban women in Irian Jaya appears to be real and not a result of underreporting of total live births in rural areas. The reasons for lower fertility in the rural areas in IrianJaya remain unknown, and more research is therefore needed. However, this study strongly suggests that the traditional system of swidden agricultyure in Irian Jaya, which places a highvalue on the labour input of women, may play a major role in constraining fertility in rural area of this province. On the other hand, high fertility in urban areas takes place because urbanwomen have their first birth earlier thanwomen inthe rural areas.

Usahakan peningkatan pengiriman transmigran spontan.

Compared with the previous other censuses, the 1990 Population Census, besides its special advantages, apparently still has several weaknesses. Some weaknesses which may emerge have actually been tried to be anticipated in the census plans, even though various constraints are still difficult to overcome. As observed in the report, one of the weaknesses concerns with age. The joint score index of the 1990 Population Census is muchbetter than that of the previous censuses, but this index it self is yet not sufficient. The close calculation of several population indicators which was done both directly and indirectly, and the comparison between the 1991 Demographic and Health Survey shows that the data qualities ofthe 1990Population Census are considered as moderately satisfactory.

This study tries to investigate the infant mortality rate and life expectancy based on the 1990 Population Census, and to observe its variations among provinces that take place in the urban as well as in the rural areas of Indonesia. As a whole, the estimate of infant mortality rate and the expectation of life based on the 1990 Population Census is 69 per one thousand life births and 60 years for both urban and rural areas. The variation in the rural areas is larger than in the urban regions.During the period from 1980 to 1990 the infant mortality rate in Indonesia decreased by 4.29 percent annually. If this rate continued to increase till the end of 2000, the infant mortality rate by this time would be 45 per one thousand life births, whereas the expectation of life at birth would become 68 years. Many determinants of infant mortality rates should be taken into account to reduce the figures, particularly the coverage and the quality of the public health service which directly influences the child survival, as well as other determinants which indirectly, yet simultaneously, influence it.

Using "own children method", the Total Fertility Rate (TFR) in Indonesia based on the 1990 Population Census is lower (3326) than as hadbeen expected. This has resulted in the fast decrease of fertility rate during the last decade. There is a tendency that the decrease of fertility rate in Indonesia is correlated negatively to fertility rate. The lower the fertility rate, the faster the decrease would become. It tends to be a deviation to the usual concept that correlation between fertility rate and its decrease is positive.'This maybe because the fertility rate of Indonesia is still higher than the optimum value.Based on the decreases occurred during the last two decades, it is estimated that Indonesia will soon reach a replacement level after the year 2000. It might be even sooner if the decline of the fertility rate during the period of 1980-1990was applied. Along with the increase of life expectancy, this will rapidly change the population structure. The total fertility rate varied among provinces. There are several provinces which have very low fertility rate and are estimated to continue until the year 2000. They are, for instance,Yogyakarta and Bali. However, there are also provinces having high fertility rates such as Southeast Sulawesi and Irian Jaya. This differentiation infertility rates should be noted in implementing the population policy.

Inter provincial migration in Indonesia has long been known. The 1990 Population Census of Indonesia reveals that throughout the provincies of Indonesia the birth place of most of the inhabitants was not the province where they now live. The number of these migrants kept increasing, and had reached 14.8 million by the year 1990.The size of the flow of migrants to a certainprovince is very much influenced by the upsand downs of the development of the province since their reasons to migrate are mostly due to economic matters. Since most of the development of Indonesia has been intensified in the northern and eastern parts of the country, it has been observed that since 1990 there has been an increasing flow of migrants heading to these areas. On the whole, migrants preferred to go to the cities rather than to the rural areas. Nevertheless, in the provinces out side Jawa and Bali most people preferred to migrate to the rural areas.

The conformity betweenpopulation projection and both the survey and census results depends very much on the assumption used. The fertility, mortality, and the migration dynamics may affect both the number and structure of the projection results of the population. In line with this, the population projection is formed by using several different assumptions to be able to obtain a clear description about the minimum and maximum conditions of the population in the years to come. The population growth rate of Indonesia in the coming years is estimated to remain high as a consequence of the population structure of the younger age group. The fertility reduction that has taken place has only affected the number of population aged less than ten years, whereas the growth rate of the population aged ten years and over will remain high because of the mortility reduction. The main challenge of the future could be that the population number of the teenage group and the adolescence may be higher than that of the previous period. The female population of the productive age group and the population of the old age group have also increased in number. This phenomenon is very closely related with the expansion of the employment opportunities, consumtion needs, health services, and of many other facilities. The number of population of the economically productive age group and the eligible female age group will, in the coming years, be much greater than that in 1990. This needs serious and effective planning to tackle the problem so that it may not become a burdento the country's development.

The 1990 Village Potential Census (PODES) aims at collecting data on village capabilities, land utilities, transportations, population and environment, and agricultural, economics, educational and health activities in order to investigate village development in Indonesia. Part of the existing data is utilized for compiling sume indicators on poor and non-poor villages. To obtain certain criteria on poverty, 27 variables have been selected for the rural-villages regions and 25 variables for urban villages which are assumed as being relevant of being poor. The criteria of poverty is based on the total score average, village total score, and deviation standard. The result of the analysis only show the location of poor villages, and not the existing number of poor population. The criteria about a poor village should be extremely carefully utilized since part of the selected variables is based on the reports of majority of the village population only, so that the benefit becomes very limited. Information about these poor villages is more suited for the parameters of poor village facilities and infrastuctures. Information about poor villages, according to PODES, has several basic weaknesses which can be improved with the support of the data of the 1993 Agricultural Census or the 1994 National Socioeconomyc Survey.

The problems of settlement concerning "forest explorers" (slash and burn cultivators) have become increasingly interesting in the last few years, particularly since many countries in the world have been propagandizing reforestation throughtout the world. This study is discussing various problems relating with forest explorations in Indonesia, the socioeconomic dynamics, the settlement policy to explorers, and the constraints of its related implementation policies.Several significant points proposed in the study are that whatever the efforts or the program selected by the decision makers of this field of study, they have to realize that the phenomenon of forest explorers and their related problems is a symptom of a more basic problem, which is the disparity of income distribution among groups as well as among regions in Indonesia.

Medicalization of life as applied in a depoliticized society would be extremely dangeroussince it tends to create potential medical mal practice in the part of medical doctors towards their patients. To avoid this, repolitization of the society should be created to raise community's critical awareness in understanding the political economy of the medical world in the society. In order to provide equal access to health care, repolitization is a prerequisite in response to medical industrialization and privatization of health care services.

Maternaland Child Health (MCH) program has been an important national policy measure to prevent child death and to promote child health. In consideration of government restricted budget, the size of and spreadity of Indonesian population, government has provided at least one health center for every subdistrict and has promoted community participation through community based health post to reach the out reach population. This study seeks to explore community's utilization of this program and assesses whether the program has reached the priotity target groups such as the children with uneducated mothers and lower economic status. The 1991 Indonesian Demographic and Health Survey data is used and sampel of 860 children of 12-23 month old from eastern Indonesiaisthe focus of analysis. Logistic regression is used as multivariate analysis. The resultshows that the MCH program seems to have solved accessibility problem of economic constraint, however, contrary to the high priority groups being targeted, lower educated mothers use less services than those of more educated. This may be associated with lack of appropriate local conceptual framework in understanding preventive health behaviour among uneducated mothers and less progressive efforts in enforcing the need for social participation from the uneducated mothers.

This study is intended to pursue the previous attempts in examining the relationship between low fertility regime and the case of births which had been delivered unintendedly in Yogyakarta. Using an unweighted sample of 575 married women in the Indonesian Demographic and Health Survey 1991, this study found that 75 cases out of 474 last birth children were bom unintendedly (beyond the range of ideal number of children). Most of the 75 cases were bom by women who have 2 or 3 ideal number of children and by a devoted Family Planning acceptors. Most of the women have limited accesses in education and economic activities. The case of unwantednes were found predominantly among women older than 25 years. Even though only a tentative findings, this study shed some light to the fact that Family Planning program to some extent may contribute to the rate of unwantedness. Apolicy is needed especially in reducing the risk of unwantedness among the low-income women.

Employment in the informal sector has risen sharply until about 1980, but has sice started to decline. This is also true for employment in trade, which accounts for the mayor part of informal sector employment. On the basis of data derived from a survey in informal sector trade in Central Java it is shown that the informal sector is increasingly formalized. Consequently the labor absorption capacity of informal sector trade has declined. It will be necessary to take account of this fact in formulating employment targets for the next Indonesian development plan REPELITA VI.

Tourism industry in the Province of Bali has rapidly developed lately. This has consequently led to the increase of the number of both foreign and domestic tourist who come to visit Bali. The rapid development of tourist industry in Bali has certain impact on the existing demograpgic structure. As an example, the populatuin growth in the tourist areas has increased considerably caused by the number of migrants who came to the region. Most of these people are non-permanent migrants of which the exact number is never known. If prior to the 1970s the population were clustered in the fertile regions, the population distribution has now changed to following the distribution of tourist industry.Tourist industry may stimulate the people of the rural areas to utilize the present existing economic opportunities. Development both in phusycal an non-physycal aspect in the rural areas is followed by the improvement of transport facilities. These close relations have positively influenced the slight demographic structural difference between urban and rural.

Propinsi Lampung sampai pertengahan tahun 1970-an masih daerah penerima.

This study examines the household economy, income distribution, extent of poverty, and factors that determine the poverty level of two villages in Central Java and Yogyakarta. By using data from household and industry surveys, this study found that lack of employment opportunities in the agriculturalsector hasforced many rural workers looking for non-farm employment, both in rural and urban areas. Rural non-farm activities, especially rural industries, have a positive impact in reducing poverty both in less developed and indeveloped villages. As can be expected this study also found that poverty is more common in less developed than developed areas. However, inequality in income distribution is more pronounced in developed villages. This means that poverty and income distribution are quite different problems. Accordingly, solutions to these problems have to be different.

Even though the definition on social environment carrying capacity has been stated in the Act of The Republic of Indonesia number 10 of 1992, the concept should, however, be developed further, particularly in developing a more 'applicable' social carrying capacity indicators. Ideally, the development of the concepts and indicators of the social carrying capacity is able to formulate the limits of human and group's capabilities in creating social harmony. For this reason, the social carrying capacity is supposed to be looked uponthrough various related aspects all at once. By relating these aspects together, some possible prediction on various conditions of social environment carrying capacity could be carried out.

This article introduces the elementary concepts, such as feminist perspective, sex, gender, and gender relations. Sex is a biological fact. The individual's quality and capacity and the roles derived from them, are difined along sex lines. During a long history, this perspective has been accepted in society. The dichotomy of ideal roles for both males and females, was the manifestation of such a statusquo.Criticisms to the division of quality and roles was based on the reason that the ideal roles was not a result of natural process, but of social processes and cultural transformations, under the dominant male culture. Gender has also been used for deconstructing the statusquo. Discourse and counter-discourse processes has been directed towards deconstruction both at the ideological and behavioral levels.

Because of the increasingly limited agricultural areas, farm households could no longer depend merely on their farming products. The farmers try to obtain a double income from various off-farm resources. All of the existing family labourers -if they are still able and willing- are mobilized to join the off- farm employment for their household survivals.Off farm activities have become increasingly significant to the poorer burners, whereas for many social scientists they form substantial information which needs through attention to be able to estimate the farm honsebold income. Evenso, there has not been a uniformity of understanding among the scientists themselves about the main definition of off-farm activities. Consequently, there are varieties of meaning in analyzing farm household income coming from various sources of occupation. In this paper the author tries to present several alternatives of definition obtained from several researchers with the hope to ohtain agreements about the main definition of off-burn activities.

Off-farm employment and non-agriculture activities have grown rapidly in the rural areas of Java due mainly to the increasing number of female workers employed in small-scale trade. Based on a through discussion on various definitions and hypotheses on the growths of trade and off-farm employment, it could be assumed that the growth of the small-scale traders does not signify that some stagnation of economy or an agricultural involution would take place, but that there will be a significant step in the transformation process on the part of the Javanese farming community as well as on the future economic development.

The achievement of population policy in the last twe decades, infect, has also brought about problems that should be anticipated. Decrease in fertility rate for instance, along with a tendency to live separately from parents and increasing intention to celibacy in turo will result in change of family structure. This change is from extended to nuclear family or even single headed household. It has been accompanied by changing character of parents-children relationship from socio-psychological into economical relationship. In addition, lower mortality rate which also means longer life expectancywould be another problemconcerning aged care. The different pattern of migration among regions or between urban and rural areas, will effect on variation of problems. That means social policies should be implemented by following the variation.

The study on the role of women in the community is always interesting to be carried out. This writing is a report on a study on the role of women in a migrant household focussing particularly on the work allocation of husband and wife in the transmigration area. The assumption which suggested that when the housewife has to work outside the transmigration settlement, and that the husband (who works in the transmigration settlement) then should take over all the domestic chores, has proved to be different from reality. Almost all of the household chores still remain to be performed by the women. This shows that women who work outside the transmigration settlement have to work extra harder and consume much more time in their activities. Even so, the domestic work allocation of a husband in their economic activities is larger than his wife. For this reason, both husband and wife of a migrant household have to perform a double role - although differently - in their capacity.

The productivity of youth must be increased in the development process of Indonesia. According to the 1990 population census, there are 50.7 million youths (people at the age between 15-29years). Out of that number, only 52.1 percent who have directly participated in the development process, because their main activities are working. Of the rest, 20.6 percent took care of houses; 17.1percent studied; 3.6 percent were looking for a job, and 6.6 percent were included in the non productive group. Out of 52.1 percent or 26.4 million youth who worked, 33.4 percent worked below the normal working hours (less than 35 hours per week). Based on the field of work, 52.8 percent worked in the agricultural sector. According to the type of job, 91.2 percent worked as rough or unskilled workers, and based on the work status, 65.1percent worked in the informal sectors. These numbers reflect on the low quality of Indonesia's youth labor force, and this must be immediately removed, mainly through education, remembering that 61.6 percent of youths have no more than primary education.

From a number of studies there are evidences of the existence of integration between "demography variables" and the development process. In this case it is important to understand that the population policies have been formulated for the continuity of development process, mainly by paying attention to the integration between people (inhabitants) and their environment. In this case, the government's policy is to stabilize economic development, distributing it evenly and maintain the environment in accordance with the global Population Action Program. The problems caused by changes related to the demographic transition can be considered the material for the future demographic policies.

Labor income is a very important issue in the process of industrialization in developing countries. Most strikes and labor conflicts in the last three years were based on workers' desire to increase income. Regarding the fact that most laborers have poor education one common means of increasing income is by lengthening work hours. The results of this study tend to prove this statement. However, this strategy has only increased total income, not real income. Income per hour does not change, and even decreases. It means that extending working hours has only increased self-exploitation. Inaddition, this result has an important implication on the analysis of labor utilization. Laborers who are fully utilized do notal ways have a higher income than those underemployed. Therefore underemployment by working hours does not represent the real labor force problem.

The need for promoting individual responsibility in health is crucial particularly in the context of limited resources. In looking at a continuing increase in the number of HIV cases reported in Indonesia tend to show the limitation of individuals' control upon their health. The policy of taking very much the privacy right of the victim into account has implicated the role of medical profession reducing the HIV transmission. This paper argues for increasing public accountability of medical practitioners and hospitals as public health agencies in protecting hidden transmission of HIV in society.

The developments in the management of women's body, has both, individually and socially, become an important indicator of the shift which is currently taking place widely in everyday life. Body care which has an orientation towards health, body form and appearance, clearly explains the subordination of women, mainly because the body expressions directly reproduces the domestic status of women and their values which are in a way, identical with tenderness, delicatessens, softness, beauty, andattractiveness. Socially and politically, the women's body has become an instrument in the reproduction of power and authority in the structure of the relationship between women and men, women and the nation, or women and capitalism. This paper will endeavour to explain that in the production and reproduction of these relationships, the reality of women's lives must be thoroughly understood.

This study is conducted in three provinces, West Java, South Sulawesi and West Nusa Tenggara, which represent different cultural background, using secondary data namely marital verification forms (MVF). From methodological point of view this study finds that MVF can be used as data sources in analysing age of marriage inspiteof using population census or national surveys. The result of previous studies have not been confirmed by this study. Mean age at first marriage in West Java is not the lowest, but is West Nusa Tenggara. In addition South Sulawesi is always the highest. Cultural backgrounds such as dowery in South Sulawesi which is the highest among the provinces and the tradition of delopement in West Nusa Tenggara are very important in explaining the variation of age at first marriage. However education has also an important role as independent variable for age at first marriage.

Population problems, particularly fertility and family planning program, used to be approached from a clinical instead of socio-culture perspectives. A clinical point of view never involves through aspect of reproductive right thought; which includes the right of any individuals (men and women) and couples (husband-wife) in making decisions in terms of reproductive behaviour along their reproductive ages. In this regard, this paper states that reproductive healthproblems should be understood from a social perspective. This is because reproductive health problems is cause and influence social, political, and economic system as well as gender relation. Therefore, the selection of the appropriate social - cultural research methods/approaches is undoubtedly needed. Methodology should be developed appropriately to meet the research goals and objectives.

The results of the PJPI reject the findings of earlier researches about the concept of disguised unemployment. In the context of the carrying capacity of the natural resources of a place compared with the existing population, its relationship with poverty is no longer very strong. Srihardjo is one of the villages in the island of Java which disagrees with this concept, where by the limited supply of the agricultural land can perfectly be substituted with the labor market in the industrial sector. However, the impact of the economic structural transformation at this time has got a balance on the wage dimension in the non-agricultural sector, particularly among the industrial workers, and the workers in the informal sector. This issue has the inevitable consequence of the exploitative tendency of the employers or entrepreneurs, and lack of support for the labor unions, which places them in a weak bargaining position in efforts to have their wages raised. Chris Manning in his paper shows the impact of the economic structural transformation on the production of workers, and their level from the agricultural sector (Srihardjo) to an industrial sector (Tangerang).

Development for three decades in Indonesia has gained a significant result in lowering poverty. However, the statistic shows that a large number of people is still under poverty line. Inaddition, poverty has another dimension which might be more crucial to be solved, that are social and political poverty. The next unfinished agenda of development is how to solve this problem to accelerate the success of economic poverty aleviation.

The contribution of Indonesian work force in the International Labor Market is still very minimal, both in terms of quantity and quality. For this reason therefore, the reorientation of the labor force which is sent abroad from mere household workers to being better skilled workers is a very strategic step in improving on the national foreign exchange position and reducing unemployment. This paper is focussed on the importance of improving on the position of Indonesia in International migration through an anticipative focus on the availability of employment opportunities abroad, in order that the nature and the quality of the work force provided is in accordance with the demand in global labor market.

This research, which was conducted in Palembang and Pangkalpinang in the province of Southern Sumatra, aim at identifying the factors which influence the level if income among permanent migrants in the informal sector. The results of the study indicate that the status of the residential house which is at the same time used as the place of work, has for long, bent over employment, recruitmentof the family labor force, and the level of education is a very dominant factor in the level of income. On the other hand, the variable of the number of workers and the source of capital does not have a dominating influence on the level of income of the migrant workers in the informal sector. Abbas Effendi in this paper argues that the number of workers and the working capital do not constitute major factors in improving on the production or the output, but instead, the factor of effectiveness and efficiency in using the factors of production are crucial in improving on their output.

The improvement of health facilities has been a major priority of the government policy. It is related to the effort of controlling population growth by reducing fertility and mortality rate. In line with this, one issue is worthwhile to question: whether or not those facilities productively utilized by the local people. This research was conducted in Lambuya subdistrict, Kendari, Southeast Sulawesi, the area which is considered to be successful in the implementation of the family planning program. The utilization of health and family planning services, from the aspect of age, education, and resident of clients is quite satisfactory. Based on these three aspects, it is not surprising if they can rely on health andfamily planningproviders. Besides the health workers at the primary health care, there are 91 traditional healers who take over health problems. The awareness of the local people to revisit the primary health care after an initial treatment is more of a causative effect of the initiative of health providers, than the desire of the clients themselves. Effort on enlightenment by improving quality of information to the people is influential in making people utilized the services available at the primary health care.

This study on the productivity of the Community Health Centers was carried out in the province of Bengkulu. 31 Health Centers constituted the sample used in this study, which were then divided into three categories, that is, category 1, comprising of 1 Community Health Center, category 2, comprising of 17 Health Centers, and category 3, comprising of 13 Health Centers. This study was aimed at determining the factors which influence the productivity of Community Health Centers. The results of the study indicate that the role of leadership, the implementing work force, the place of service, the duration of the service, and the budget, allhavea positive influence on the productivity of the Community Health Centers. On the other hand however, the service charges, and the health service substitution has a negative influence on the productivity of the Community Health Centers. This paper shows that the role of government is still very dominant in improving on the productivity and the quality of the Community Health Centers, particularly in funding and deploying professional workforce (leaders, paramedics and non-paramedics).

The tourist potential in the island of Nias like the Langundri beach and Sorake have doubtlessly made it a place with a very high value from the stand point of tourist activities. This tourist potential has however, not yet beenfully exploited because the natural resource management and the human resource management is evidently still very limited. The greenness of the tourist potential in the island of Nias has got a strong attracting force towards the tourists from 11 source countries, including Germany. Because of this therefore, it is absolutely essential to formulate a strategy which can be used to develop tourism in this location, so that the place can improve on its position in the international market and also be able to improve on the welfare of the population here.Helmut Weber in his paper portrays the tourist potential in the island of Nias not only from the view point of its beautiful natural resources, but also from the angle of the rich cultural aspect of the community in this place which is very interesting to be enjoyed.

Reproductive health covers a number of elements that relates to sexual activities and reproductive processes. The clinical aspects of the reproductive health are indeed important. Yet, its social aspects are not less significant due to its complexity and difficulty for making a solution. Many social problems associated with reproductive health, such as unwanted pregnancy, unsafe abortion, STD/AIDS, side-effects of contraceptive uses, etc., have grown to be more crucial and call for serious attention from social scientists as well as policy makers. This paper specifically addresses this issue by elaborating the scope and complexity of reproductive health matters in an Indonesian context.

Basing on the age groups like, the last age, the first age group, and the marriage age, the proportion of the youth who get involved in premarital sexual relationship is evidently increasing from year to year. This has led to the emergence of various problems connected with unprotected sexuality and reproductive health of the youth. Up to 76.1 percent cases of premarital sexual activities were first carried out between age limits 21-71 years. Most of them involved students of high school and tertiary institutions. There is a tendency that the higher the level of education, the higher will be the degree of permissiveness towards premarital sexual relationship. Most of the new marriages involve pregnant cases of between 3-6 months. The proportion of premarital sex cases is higher in the urban areas compared to the rural areas.

As a poor reliever, social security has been effective in nature but economically in efficient. In developed countries, however, it has tended to be more efficient in the recent years. While the formal social security provided by the state is very limited, the informal social security in Indonesia has been cut back as indicated by the intervention of the authorities, commodification and monetization. The changing of the social security in developed countries as well as in Indonesia has really annotedthe vulnerable people.

In the past, the role of a woman was more of bringing up children and giving company to her husband than anythingelse, but because of the economic changes and education, there are now many house wives who, in the recent days, do not only function as household managers, but they also take on careers outside the home. The perception of the community on women who work outside their families is also becoming more permissive. Generally, women havegot wide opportunities to improve on them selves. Even with this however, there are still internal obstacles which tend to hinder this improvement of women. Various efforts have so far been made to assist women in optimizing themselves according to their individual potentialities. For that matter therefore, Prijono Tjiptoherijanto explains the necessity of improving on the quality of women, either through the family or through other institutional means.

Indonesia's fertility rate has continued to decline, it dropped to 2.87 at the end of the long term development plan period. Thisfertility rate is projected to go down by 40 percent in the period 1990-2020. However, the life expectancy will increase to 17 percent. This therefore, means that the decline of the totalfertility rate in Indonesia is faster than the rate of increase of the life expectancy rate.A vital transition in Indonesia will have an affect the number of the elderly people at least upto the year 2020. There will be 28.8 million elderly people or 11.3 percent of the nation's population. Hence, the structure and composition of Indonesia's population will be significantly changed. With the higher level of migration and increasing participation of females in the workforce, chances that an elderly person will have a child living close - by is being reduced, also and the availability of caregivers in thefamily house is also declining. There are few problems facing care for the aged in Indonesia such as: low priority, inadequate information on the elderly, poor facilities and infrastructure, lack of essential personnel, spiraling medical cost, changing epidemiological pattern of disease, lack of resources, inadequate family support, insufficient operations research. To improve on care for the elderly, the following need to be implemented: improved political commitment and the coverageof health service and or social services for the elderly, developing the relevant manpower to work with the elderly, identifying and mobilizingadequate resources to cover care for the aged.

Since the 1970s, the growing interest on the development of small enterprises has been decorating the scene of government policy in developing countries as well as the international donor concern. The failure and cost of industrialization, the limitations of the agricultural sector, and the low capability of the formal sector in responding to the growing population are among the factors justifying this policy initiation. Another important factor is the intrinsic potential and prospect of small enterprises, despite their development problems. This research conducted on 4 villages within the Province of Yogyakarta Special Region and CentralJava is aimed at contributing to a rather comprehensive view on the profile of small enterprises and the profile of small entrepreneurs. A specific emphasis is given to rural entrepreneurship due to its crucial role in accelerating the development of small enterprises.

Cairo action program or more popularly known as "Plan of Action " is not a difficult thing to be done in Indonesia provided that it relates to the mandate of GBHN (Guidelines of State Policy) 1993 and of Act Number 101992 as wellas is not against the main point of the Second PJP (Long Term Development), i.e. the economic field is in line with the quality of human resources. In this writing, the State Minister on Population/Head of BKKBN (National Family Planning Board) gives some explanation about the "Plan of Action" among other things: reproduction rights, reproduction health, andfamily planning. Most of these things have been done in Indonesia. Therefore, it was not surprising if Indonesia gave more inputs in the Cairo conference.

There are some interesting differences between the Family Planning Program in Indonesia and the family planning in Cairo Action Program. The FP Program has larger actions, such as the society's attention to the increasing age limit of marriage, family resistance building, increasing the family welfare, and birth control. While, the family planningin Cairo Action Program is only limited to the birthcontrol. This writing tries to describe those differences as well as to clarify the direction and the implementation of the FP Program which increasingly become an FP movement.

Reproduction process is really not a dangerous activity because it has gender rights reflected in the supporting components, i.e. ability, success, and safety. In the social reality, however, it is found different, as the high mortality rates of mothers and children, the appearance of sexual intercourse disease, and the side effects of contraceptive use. Biran Affandi, in his writing, describes social realities of the reproduction health which tends to be in the high risky point especially for women. All of these are as the consequence of the individuals who do not adhere their reproduction right.

Indonesian adolescents are 37 per cent of the total of population of this country. The large quantity, however, is comparatively unequal to the right of reproduction health service they receive. They are often seen in the position as an "isolated tribe". Consequently, not only few adolescents, especially the female ones become victims of "Mimi Momo". This writing begins with a description of a case related to the reproduction health hitting an adolescent, then besides being related to the Cairo action program, it is also correlated with the recommendation on the policies of the reproduction service for adolescents.

Sexuality is closely related to thefamily resistance, and the safe sexual behavior is considered as a characteristic of faithfulness. However, it seems that the test of a husband's or a wife's faithfulness becomes heavier since the prostitution location can nearly be found everywhere. Sexual freedom in the youth's circle is a sign that such a location will not easily disappear in the earth, because thefreedom becomes one of the prostitution causes.

Up to now the residual product from the social construction of sexuality and gender is still considered as a reference by most of the society so that they put women in the subordinate position. In the sexuality sphere, the women's powerlessness is obviously seen as reflected in the constraint of sexual intercourse, violation, wives who take high risk of HIV/AIDS,and so on. Yulfita Raharjo reveals several sexuality lamenesses and gender problems. This writing, further, describes the solution of the problems through a deconstruction and reorientation in understanding the gender relationship, i.e. the partnership relation between men and women.

The concept formulation of the development having population and family concepts aims at shifting the concept of population from a burden connotation into the development performer. The problems which are often seen in achieving the goal is among other thing: the existence of collision between the reinforcement of family functions with values and interests of other concept, such as economy. Agus Dwiyanto, in this writing tries to formulate a solution, i.e. the need of an integration between the concept of population, family and that of other development.

Various policies have been implemented by Indonesian government in its efforts to eliminate poverty. This paper proposes BKKBN's (National Family Planning Coordinating Agency) attempts which stress on poverty elimination in non-backward area by way of prosperous family development through expanding rural economic network. The program is started with improving movement of "pride of village" through programs of Plaju (that of Harvesting, Processingand Selling), Pemaju (that of Packaging and Selling), and Penguja (that of Services entrepreneurs) followed by Takesra ( that of Savings for People's Prosperity) and Kukesra (that of Entrepreneurial Credit for Prosperous Family). Through the programs, rural families are expected to play roles in agribusiness and agrobusiness sectors, as well as in small-scale industry. With the benefit gotfrom the programs, it is then expexted that levels of families' income increase consequently, and number of poor families in rural areas can be eliminated.

There are three points to discuss in this paper. The first is to observe influences of economic-structures transformation on rural society's prosperity. The second is to analyze impacts of production factors transformation on traditional economic agents. The third is to scrutinize institutional factors role on prosperity of rural economic structures. In this paper, rural economic structures can be classified into three groups. They are agricultural, non-agricultural and combination of the two. The result shows that (1) transformation of economic structure has positive impact onfamily's prosperity in rural area. The non agricultural activities tend to stimulate the creation of the prosperity of rural society than the agricultural ones do. (2) Capital and education are very determining factors to improve rural society's prosperity. In the structures of economic combination and non-agricultural, technology also has significant role in increasing society's prosperity. On institutional role, it is known that KUD (Village Unit Cooperation) in its manifestation has not functioned wellas to increase farmers' prosperity.

There are evidences that development in the last three decades has succeeded to lower the number of people living under poverty line. However, along with the economic recession this success may not continue, even it may be worsened. This study aims to understand survival strategies of the poor people in rural areas. There are at least four strategies done by the poor people. First of all, the poor people work longer to increase their income. Secondly, because of limited employment opportunity in rural areas, they commute to the city to involve in nonfarm activities. In addition, the poor people try to maximize the utilization of household member to get additional money for the householdor to lower expenditure. The last strategy is to find additional jobs as the mean to increase their income. Insome extends, there are stilla lot of poor people who can not afford all strategies mentioned above, since they have limited access for increasing their income.
